What is the Federal Housing Administration? The Federal Housing Administration, commonly referred to as the FHA, provides crucial mortgage insurance on loans made by FHA-approved lenders across the United States and its territories. The FHA insures mortgages on both single-family and multifamily homes, including manufactured homes and hospitals. Since its establishment in 1934, it has become the largest mortgage insurer in the world, protecting over 47.5 million properties. What is FHA Mortgage Insurance? FHA mortgage insurance offers protection to lenders against losses incurred when homeowners default on their mortgage loans. This insurance reduces the risk for lenders, as the FHA will compensate them in the event of a default. To be eligible for FHA mortgage insurance, loans must meet specific criteria established by the FHA. Why does FHA Mortgage Insurance exist? For all loan terms (greater than 15 years and less than or equal to 15 years): - If the loan-to-value (LTV) ratio is greater than 90%, annual mortgage insurance premiums (MIP) will be collected until the end of the loan term or for 30 years, whichever comes first. - If the LTV is less than or equal to 90%, annual MIP will be collected until the end of the loan term or for 11 years, whichever occurs first. Homeowners are also required to pay a one-time upfront cost of 1.75% on any amount of loan, regardless of the LTV. How is FHA funded? The Federal Housing Administration is the only government agency that operates solely from its self-generated income, ensuring that it costs taxpayers nothing. Revenue from the mortgage insurance paid by homeowners is deposited into a dedicated account used to fund the program. The FHA plays a significant role in stimulating the economy by promoting home and community development, which in turn benefits local neighborhoods through job creation, building supplies, tax bases, schools, and additional revenue streams. The History of FHA Established in 1934 by Congress, the Federal Housing Administration (FHA) became part of the Department of Housing and Urban Development’s (HUD) Office of Housing in 1965. At the time of its inception, the housing industry faced major challenges: - Two million construction workers had lost their jobs. - Homebuyers struggled to meet stringent mortgage requirements. - Mortgage terms were limited to 50 percent of a property's market value, with repayment schedules ranging from three to five years, often culminating in a balloon payment. - America was predominantly a nation of renters, with only four out of ten households owning homes. During the 1940s, the FHA assisted in financing military housing and homes for veterans returning after the war. In the subsequent decades, including the 1950s, 1960s, and 1970s, the FHA's efforts led to the creation of millions of privately-owned apartments for seniors, individuals with disabilities, and low-income Americans. In the turbulent 1970s, when high inflation and energy costs jeopardized many private apartments, FHA's emergency financing ensured their survival. The FHA also stepped in to stabilize declining home prices, facilitating the necessary financing for potential homebuyers, especially as private mortgage insurers retreated from oil-producing states in the 1980s. By 2001, the homeownership rate in the U.S. reached an all-time high of 68.1 percent in the third quarter. Since 1934, the FHA and HUD have provided insurance for over 47.5 million home mortgages and nearly 48,500 multifamily project mortgages. Currently, the FHA manages a portfolio of 7.95 million insured single-family mortgages and 14,452 insured multifamily projects. Over the 83 years since its creation, the FHA has contributed significantly to making Americans among the best housed people in the world, and HUD has been instrumental in that success.
